ITTO offers fellowships through the Freezailah Fellowship Fund to promote human resource development and to strengthen professional expertise in member countries in tropical forestry and related disciplines. The goal is to promote the sustainable management of tropical forests, the efficient use and processing of tropical timber, and better economic information about the international trade in tropical timber. As of November 2009, the Programme, which began in 1989, has enabled more than 1000 young and mid-career people from over 40 countries working for government, research institutions, civil society and the private sector to pursue their professional development and improve their career prospects. The total value of fellowships awarded to date amounts to about US$6.1 million; the Programme supports mainly short-term activities, such as participation in international conferences, training courses and study tours, but also helps people to prepare manuals and monographs and provides small grants for post-graduate study. Click on Resources to read articles written by ITTO fellows on their fellowship activities. The maximum amount for a fellowship grant is US$10,000. United Nations Fellowship Programme (UNFCCC Germany) for Government's Employees

http://beasiswa-studi.blogspot.com/2010/08/united-nations-fellowship-programme.html

UNFCCC Fellowship Programme The objective of the fellowship programme is to contribute to building capacity for addressing climate change in non-Annex I Parties, in particular small island developing States (SIDS) and least developed countries (LDCs) Parties, through the development of local professional expertise by: Supporting innovative analytical work on climate change in the context of sustainable development; Promoting a network of experts who can bring creative and innovative options to bear on questions of climate change; Encouraging the leadership potential of young and promising professionals in their fields. The programme target group consists of mid-career professionals who are already in a government’s employment and who are nationals of and working in a developing country, particularly a SIDS and LDC Party. While fellowships are awarded to individuals, the need for training must occur within the context of the institution for which an applicant works. The training must help the institution to develop its capacity. This means that the applicants must: Obtain permission from their employer for leave of absence for the term of the fellowship, and provide written certification that s/he will return to the Party’s governmental institution addressing climate change after her/his fellowship for at least six month; Get a written certification from their employer that the subject of the proposed training is relevant to the needs of the organization. This programme is not intended for students, and does not provide financial support for an advanced degree, such as fieldwork for a PhD degree. Eligibility The fellowship programme is open to individuals working in a broad range of governmental organizations, ranging from educational institutions, research institutes and ministries. Candidates must meet the following criteria: Be a national of, and work in an organization located in pre-selected countries/regions; Normally be no more than 40 years of age on the closing date of application; Have preferably completed a Master degree, or equivalent, at the time of application, and a minimum of 3 years of work experience. Candidates with a first degree and a minimum of five years work experience may also be considered; Have good communication skills in English Priority will be accorded to candidates from SIDS and LDC countries. Opportunities for work projects and working conditions There are a wide range of opportunities for fellows in the secretariat. Work projects may be carried out in any of the secretariat programmes on a number of issues e.g.. future of climate change, technology, financial assistance, inventories, mechanisms, etc... The exact work programme to be pursued will be determined in consultation with each fellow according to her/his own area of expertise and interest. Once the work programme is determined, the selected fellow will be placed in the relevant secretariat programme, under the supervision/guidance of a programme officer designated by the hosting programme. Fellows are expected to prepare an analytical paper of 20 - 30 pages containing the results of their work at the end of the fellowship period. The paper should be prepared in English to the extent possible, but may also be submitted in French or Spanish. In special cases, the paper may be prepared in one of the other official languages of the UN (Arabic, Chinese, or Russian). The paper will be reviewed by secretariat staff and the secretariat will maintain publication rights. Conditions The fellowship programme annually awards up to five fellowships. Fellowships are awarded for a period of three to six months. Fellowships shall normally begin within six months after the award being offered. Fellowship periods will be individually arranged to accommodate, to the extent possible, the particular needs of each fellow. The award is a fixed, non-negotiable sum which is intended to cover living expenses at the UNFCCC secretariat in Bonn. In addition, the programme covers travel costs by the least costly route. Each fellow must obtain medical clearance and also provide proof of health insurance with full international coverage before traveling to Germany. It is the responsibility of the fellow to arrange for insurance against risks occurring during the fellowship. Fellows are responsible for making their own housing and other arrangements, although assistance in securing accommodation may be provided. Accompanying family members will not be covered and are the sole responsibility of the fellow. Fellows are not eligible to apply for advertised positions within the secretariat within six months following the conclusion of their assignment with the secretariat. PhD Position available: Knowledge and Capacity Development in the Water Sector

http://beasiswa-studi.blogspot.com/2010/08/phd-position-available-knowledge-and.html

PhD Position available: Knowledge and Capacity Development in the Water Sector
UNESCO-IHE has a permanent staff of 160, of which 90 are scientific staff, while about 250 guest-lecturers from academia and industry contribute to the educational programme. Each year 750 participants (incl. about 200 new MSc students per year) from all over the world attend the various regular and short courses at UNESCO-IHE.

The Department of Hydroinformatics and Knowledge Management (HIKM) has a Core that is engaged in the study and application of Knowledge and Capacity Development (KCD). Current research concerns the modes of knowledge sharing in water resources, the capacity in government and the civil service system, and the access to the global knowledge pool through formal and informal learning processes and networks.

The vacancy is part of a new initiative to study how the effectiveness of KCD can be increased, and to help mainstream research outcomes in policy on international development. This effort is financed by the Netherlands government. For the Department we are looking for a Junior Researcher, Knowledge and Capacity Development in the Water Sector (m/f).

Responsibilities
As part of the KCD team, the (full time) researcher will conduct an academically rigorous study over about 4 years on the relationship between the capacity of the water sector and the sector’s performance in service delivery and water resource management, in about 6 countries, in a transversal analysis. The methodology will be based on the experiences and tools developed by the team and by other research groups. The approach in the study will include the selection of representative case studies, of which the development and performance will be the KCD activities and programs, the collection of quantitative data and information as well as narratives, and the comparative analysis of the KCD development dynamics in relation to KCD initiatives and programs. The study will establish a method to analyze the modes in which KCD affects the capacity and performance of the main organizations of the sub-sector, and how it helps to achieve benchmarks that are to be determined by the study.
The outputs of the study include (i) a set of peer-reviewed publications that are to be of adequate quality to allow the researcher to obtain his/her Doctor degree under Dutch law, and (ii) elaborate guidelines, and building blocks for KCD action plans and policy inputs that are relevant for international development. The researcher will, beside his/her research, prepare policy documents and reports to disseminate the results and recommendations, and will participate in relevant workshops and forums. In addition, he/she will prepare and give classes at post-graduate level for international course participants, and over time take leadership in the development of new educational programs. He/she will be staff member of the Core on KCD and work under the supervision of the Professor/Chair of KCD.
Requirements and Competencies
The candidate will:
  • Have an education at MSc level or equivalent in water or water resources sciences or engineering, or in relevant social or economic sciences. Combination of degrees would create a special advantage. He/she should qualify for acceptance into a PhD programme under Dutch academic regulations.
  • Have professional experience of at least three years in a related field in a utility, in a consultancy, government agency, or similar organization, and/or in a research environment. Experience with developing countries will be considered especially valuable.
  • Be proficient in English, also for writing scientific papers, and, preferable, policy reports.
  • Be able to work in a team and contribute to the teamwork.
  • Bring a constructive attitude, and enthusiasm for the goal of knowledge management and international development.
Preference exists for candidates from developing countries.
Conditions of employment
This position is for four years, however, after about half a year a satisfactory detailed work proposal needs to be submitted, after which the appointment will be confirmed. The position is based in Delft, The Netherlands. The PhD research fellowship includes a monthly allowance of about €1190, air travel, health insurance, ancillary expenses and tuition. Candidates must be prepared to carry out long- and short-term missions abroad.
Information and application
Additional information can be obtained from Mr. Jan Luijendijk, Head of Department (T: +31(0)15- 21 51 810 / E: j.luijendijk@unesco-ihe.org).
Applications with curriculum vitae can be sent until August 31, 2010 to UNESCO-IHE, attn. Mr. Jan Luijendijk, Head of Department stating the vacancy description.
Acquisition to this vacancy is not appreciated!

New Erasmus Mundus Masters Course on Flood Risk Management with UNESCO-IHE Delft

http://beasiswa-studi.blogspot.com/2010/07/new-erasmus-mundus-masters-course-on.html

On 13 July 2010, the Erasmus Mundus Grant Committe has selected UNESCO-IHE's proposal on a new Masters Course on Flood Risk Management for funding under the 2010 Erasmus Mundus Action 1 Call for proposal. The new Masters Course will be offered in collaboration with the Technical University of Dresden (Germany), Technical University of Catalonia (Spain) and University of Ljubljana (Slovenia).

Integrated flood risk management aims to reduce the human and socio-economic losses caused by flooding while at the same time taking into account the social, economic, and ecological benefits from floods and the use of flood plains or coastal zones. The need for the adoption of a holistic integrated approach to managing flood risks has been reflected in the Flood Directive of the European Parliament. Existing Masters programmes on floods offered at EU cover many technical aspects but lack integration. The programme follows the holistic approach and is explicitly designed to cover a wide range of topics - from drivers and natural processes to models, decisions and socio-economic consequences and institutional environment, and is therefore an important advance in water education for Europe.
The Erasmus Mundus Masters Course on Flood risk management is offered by the consortium consisting of UNESCO-IHE Institute for Water Education (the Netherlands) , the Technical University of Dresden (Germany), the Technical University of Catalonia (Spain) and the University of Ljubljana (Slovenia). The associated members include European hydraulics laboratories, namely, DHI (Denmark), Deltares and HR Wallingford (UK), and from key national organisations responsible for flood management, including Rijkswaterstaat (the Netherlands) . ICHARM (Japan), and three organisations from Bangladesh are associated members as well. All these partners bring their specific complementary expertise in flood risk management to the EMMC, which graduates educated flood risk professionals with a broad vision of the processes occurring in river basins and in coastal zones at different spatial and temporal scales, and who can master the links between systems, processes and natural and socio-economic constraints for all the aspects of the water cycle.
During the 2-year programme students start at the Technical University of Dresden, where they complete their first semester with 30 ECTS with courses on hydro-meteorologica l processes, global change and its impact, flood risk management and GIS. Then the students move to UNESCO-IHE for their 2nd semester with 30 ECTS where they receive courses on modelling for planning, forecasting, control and decision support, hazard mapping, ICT, and fluvial flooding and urban flood disasters. Subsequently, the students move to the Technical University of Catalonia to follow part of their 3rd semester with 20 ECTS with courses on hazards due to flash floods, debris flow, coastal flooding, and climate change. The last part of the 3rd semester is hosted by the University of Ljubljana where students follow courses on spatial planning, and socio-economic and institutional framework of flood risk management to earn 10 ECTS. Each semester provides a number of electives, and there are international fieldtrips. Finally, the students carry out their thesis work (30 ECTS) at one of HIEs or with an industrial partner. Successful candidates receive MSc degrees from the Technical University of Dresden, UNESCO-IHE and the Technical University of Catalonia, Barcelona.
Partners:
  • UNESCO-IHE Institute for Water Education, Delft, the Netherlands (Co-ordinating Institution)

Scholarships at Yokohama National University: Infrastructure management

http://beasiswa-studi.blogspot.com/2010/07/scholarships-at-yokohama-national.html

Yokohama National University has for many years been instrumental in providing university graduates with opportunities to further their post-graduate work.

The University’s special emphasis on the promotion of international exchanges with overseas universities has been stimulated by the role of Yokohama, a major port and the second largest city in Japan, as a point of contact with other countries. Yokohama is the vibrant heart of a civilization which has received direct influence from the West and then integrated these influences into the development of present-day Japan.

The City of Yokohama has a well-developed infrastructure network. Because of its central location, Yokohama has had excellent access to theoretical and practical information available through various international agencies of the government, and Yokohama National University has been closely involved in issues of infrastructure management. Much of this experience and knowledge is applicable to the infrastructure development needs of developing countries.
The Infrastructure Management Program is formally administered by the International Graduate School of Social Sciences’ International and Business Law Department, but it is in fact jointly planned and conducted by all of YNU’s graduate schools. In working toward a Master’s Degree through the Infrastructure Management Program, students will study in areas associated with the International Graduate School of Social Sciences, the graduate schools of Education, Engineering, and Environmental and Information Sciences as well as the International Student Center.
In applying for admission to the program, applicants should note the following:
1. The Master’s Program in Infrastructure Management is oriented to training government officials with present or future management responsibility and an academic background in the field of engineering. ?Women are encouraged to apply. Applicants must:
(a) have completed undergraduate work in engineering or an equivalent field of study;
(b) be 35 years of age or under as of April 1, 2011;
(c) have at least 4 years of practical experience involving responsibility for infrastructure development; and
(d) be in good health (semifinalists will be required to submit a health certificate signed by their doctor.)
2. Because the entire program is carried out in English, applicants must provide evidence of a satisfactory level of English competence, either by enclosing the result of the official TOEFL/IELTS (or an equivalent English proficiency examination) or by proving that they have completed a university program conducted mainly in English. TOEFL institution code for Yokohama National University is 0410 and department code for Infrastructure Management Program is 88 (International Relations).
3. Letters of reference or recommendation from two different people must be provided to support the application. One of these must be from a person who has supervised the applicant in a work situation and the other from a professor at the university from which the applicant graduated.
4. It is preferred that successful candidates arrange for a leave of absence from their employer for the two-year period during which they are to participate in the program. This leave should assure their re-employment after completion of the program.
